A key constraint to effective behavioural management of pets is "bad advice" to animal owners and absence of standards to ensure people providing that advice are sufficiently trained themselves. Without regulated standards, there is little accountability both legally and ethically. As a result many dog owners diligently follow such advice, to the detriment of their pet’s behaviour and bring them to the attention of local authorities. This is in part due to the proliferation of partially trained advisors in behavioural management, but also because much of the information relating to behaviour and training of animals is steeped in "folklore". Local and state authorities must bear some responsibility for this current situation as they often promote such organisations and individuals, by way of funding and endorsement without ensuring that the advice is accurate or appropriate, and practices are compatible with their objectives. In the absence of a voluntary raising of standards by governing bodies, dog owners will resort by way of recourse, to legal action to address the consequences of receiving inaccurate or inappropriate advice to manage their pet’s behaviour.
