Mandatory Desexing Legislation – a “No” Case

This paper is more than just devil’s advocacy. It presents a sincere “no case” against mandatory desexing legislation on the grounds that it is wrongly conceived, will waste precious public resources and will impact negatively on pet access and pet ownership in Australia. While the motivation of those who advocate mandatory desexing legislation may be relatively straight forward, the foundation of their expectations of it is not.
The best options for the management of unwanted companion animals in pounds and shelters can only rationally be derived from credible research that is yet to be seen. This paper cautions that the Australian community as well as Federal, State and Local Government agencies risk wasting irreplaceable animal welfare and animal management resources if they pursue random (unproven) remedies like mandatory desexing legislation at this time. Shelter admission and discharge data analysis that could point the way to better understanding and that could easily be carried out, so far has not and this is the first failing that needs to be remedied.
