The term, animal management, has been used for decades to describe the procedures used by local government to harmonise the relationship between pets, their owners and their neighbours. Divergent public opinion exists about the merit of pet keeping in the first place and also about what exactly defines the terms “acceptable and necessary” when it comes to their control and restraint. This polarisation of public opinion has historically seen little compromise between opposing factions. Councils and their animal management officers often feel they are the “meat in the sandwich” and a target from all sides when all they are doing is just trying to do their job. The wagon wheel, the spinning top and the motor car can be used as metaphors to help animal management personnel to see the way through the “catch pole” aspects of the job in a constructive and positive light.
